Project Quantity Surveyor wanted Northern England

Blackwell Group are looking for a Project Quantity Surveyor to provide commercial support and management from their Wakefield Regional Office, located on their sites, reporting to the regional Commercial Manager.

Candidates would have full commercial responsibility for a project from tender handover to final account agreement, reporting directly to the Commercial Manager.

As part of the role you would be required to undertake the following;

  • Assisting with tender preparation including take off / measurement / risk analysis and advising on contractual matters.   Identifying, valuing and agreeing additional works and scope within projects and the preparation of re-rates.  Contractual correspondence including preparation of compensation quotes and claims as necessary. Raising and responding to  contractual notices, early warning notices and negotiations with client / employer.
  • Cost control, management and comparisons against budget and allowances and updating throughout the project duration, including preparing monthly cost and value, and cash flow reports.  Preparing, negotiating and agreeing interim applications, valuations and final accounts including substantiation of claims for additional works, delays, disruptions and financing.
  •  General management including the supervising of staff as necessary. Providing advice to the project team on costs,  contractual matters and commercial strategies. Offering commercial support to the project team.
  •  Procuring Subcontractors/Consultants, including the preparation of Subcontract documents as well as receiving and responding to subcontractor applications. Measuring and establishing liabilities for subcontracted works by managing  Subcontractors including agreement of measures and additional work items, responding to notices, agreeing and raising  interim payments, agreeing final accounts and reporting liabilities.  Commercial administration of subcontracts from enquiry stage through to interim payments, negotiations and settlement of final accounts.
  •  Upholding and enforcing compliance with company systems and best practice.
  • Managing materials take-off, enquiries, negotiation and procurement.
  • Maintaining accurate site records and measures.
  • Writing general correspondence to employers, suppliers, subcontractors and consultants including receiving and responding to contractual correspondence.

Candidates should have good general civils / remediation / earthworks experience (wind farm experience ideal for our current projects) and sound commercial and contractual knowledge, including FIDIC forms of contract if at all possible. We predominately act as Principal Contractor and many of our current projects are design and build, so candidates with similar experience would be preferable.

Candidate Requirements;

  •  Should demonstrate good understanding of the main civil engineering forms of contract such as ICC and NEC, with a working knowledge of the standard forms of construction contracts for both main and subcontract roles
  •  Highly IT literate with good to advanced skill levels for MS Excel and MS Word
  •  Be numerate with excellent commercial acumen.
  •  Ideally educated to degree level (BSc or higher) in Commercial Management / Quantity Surveying or similar.
  •  Be highly literate and able to write contractual letters and reports with ease.
  •  Excellent communication skills and confident in negotiating on behalf of the company with a proven ability to present written and persuasive arguments.
  •  Be able to understand and interpret drawings, specifications, contracts, methods of measurement and construction programmes.
  •  Be able to work unsupervised

We are willing to consider both temporary and permanent candidates who are prepared to work throughout the North of England. Although our regional office is based in Wakefield any candidate must be willing to travel or live away as the position is generally a site based role with occasional visits to the regional office. The package offered would obviously be subject to experience and ability.
